Условия экономического роста в федеративном государстве закладываются на уровне его субъектов, а учитывая неравномерность социально-экономического развития территорий, возникновение большого количества отстающих регионов будет создавать преграды для развития страны в целом. Именно по этой причине вопросы стратегирования выхода экономики региона из дотационного экономического состояния являются современными и актуальными для исследования в рамках теории региональной экономической науки. Объектами и методами исследования являются труды по теории стратегии и методологии стратегирования иностранного члена РАН, заслуженного работника высшей школы Российской Федерации В. Л. Квинта, научные выкладки которого были успешно реализованы в ряде региональных и отраслевых стратегий. Согласно общей методологии стратегирования поиск новых возможностей функционирования объекта стратегирования осуществляется после анализа глобальных, отраслевых и региональных трендов. Исследование стратегий развития дотационных регионов на примере Кабардино-Балкарской Республики привело к выявлению положений, которые могут быть полезны как в теории, так и на практике. Предложенные инструменты для оценки эффективности стратегии развития Кабардино-Балкарии при выходе из дотационного экономического состояния показывают важность стратегических приоритетов для улучшения качества жизни местного населения и увеличения финансовой независимости. Проведенный анализ позволил выявить и обосновать теоретические особенности стратегирования выхода региона из дотационного экономического состояния, а также предложить инструментарий оценки эффективности реализации стратегии Кабардино-Балкарской Республики.

The economic development of a federal state depends on each of its subjects: uneven socioeconomic conditions increase the number of lagging regions, which prevents the economic development at the federal level. As a result, the theory of regional economic science needs new strategizing patterns to help some regional economies abandon their subsidized status. The research relied on the theory of strategy and the methodology of strategizing developed by Professor Vladimir Kvint, Foreign Member of the Russian Academy of Sciences and Honored Worker of the Higher School of the Russian Federation, whose studies have been successfully implemented in a number of regional and sectoral strategies. According to the general methodology of strategizing, the analysis of global, sectoral, and regional trends precedes the search for new opportunities for the object of strategizing. The author used the case of the Kabardino-Balkarian Republic to study the development strategies of subsidized regions, as well as designed some tools to assess the quality of life and financial independence in the region. The article provides theoretical foundation for strategizing the exit from subsidized economy and offers a cost-benefit analysis pattern.
