    <p>В настоящее время разрабатываются стратегии различных уровней, но которые не всегда реализуются. Администрация крупных городов уделяет внимание разработке стратегии как для города в целом, так и для его транспортной системы. Для реализуемых стратегий возникают сложности в процессе мониторинга их выполнения. Цель работы – выявить показатели, которые могли бы быть использованы на начальных этапах стратегирования (этап формирования целей и задач разрабатываемого приоритетного направления), для того, чтобы они стали главным инструментом мониторинга реализации разработанной стратегии города. Проанализировали международный и отечественный опыт рейтингов транспортных систем, научные исследования о роли рейтингов и их применении в стратегическом планировании, а также о формировании индикаторов развития. Изучили опыт Москвы по разработке и реализации стратегических документов развития городской транспортной системы. Анализ показал, что на начальных этапах разработки стратегических документов необходимо создавать не только небольшой перечень основных индикаторов реализации с методикой сбора и анализа информации, который будет показывать реальную ситуацию по каждому направлению, но и перечень индикаторов второго уровня для более полного понимания ситуации. За счет детализации эти показатели будут объяснять основные индикаторы и качественно их раскрывать с разных аспектов.</p>

   <trans-abstract xml:lang="en">
    <p>Municipal administrations of big cities develop numerous transport strategies but few of them eventually enter practice, and those implemented require more efficient monitoring tools. This article introduces indicators that could be used during initial strategizing, e.g., goal-setting, road-mapping, etc., in order to evolve into strategy monitoring tools. It reviews international and domestic ratings of transport systems, their role and application in strategic planning, and related development indicators. The empirical research involved the experience of Moscow authorities in the development and implementation of strategic documents that regulate the transport system. As a rule, early strategic documents cover but a few implementation indicators, supported by a methodology for data gathering and analysis. However, a more complete strategy plan should include a list of second-level indicators. Such a detailed approach could explain the main indicators and provide a necessary quality assessment from different aspects.</p>
