The success of employment is one of the criteria for evaluating the effectiveness of secondary vocational education organizations. In the market economy without a graduate distribution system, the process of promoting employment has become dependent on a large number of external and internal factors. The purpose of the study is to identify the factors influencing the effectiveness of employment promotion measures. The authors use methods of statistical data analysis, comparative studies, and generalization. The article considers the main problems of graduates’ employment. The employment in the Kemerovo region is influenced by the industry structure, coal and metal markets conjuncture, and economic diversification. On one hand, the existing structure of economy creates an extensive labor market for graduates of secondary vocational education. On the other hand, most of the vacancies are offered by traditional industries that are unattractive for modern youth. The authors specify the factors that influence the effectiveness of measures to promote the graduates’ employment.
